It was just last week that Jokerd reached level 60, World First Classic level 60. We explained his leveling tactic in here but what really stands out in his strategy, is Layer Hopping. What is a Layer?
Layering is an alternate version of Phasing (which causes mobs to disappear at once from your screen). Layering will not merge realms together, it only create another instance of itself. People who log in will be placed on one of the layers. You can’t change layers unless you get invited by a person from another layer.
One of the top concerns of Classic Community was Layering once it was announced, but many of the misconceptions were cleared after the Reddit AMA with Wow Classic devs. But one thing was not addressed, Layer Hopping.
Layer Hopping is basically Realm Hopping, You get invited from another person (in Retail you would do that by joining a group from group finder) and you change Layer or Phase. all the mobs that you killed, or the herbs and ores that you farmed are there, provided that they are available in the Layer you got invited to.

Blizzard acknowledge the flaw with Layers and pushed a hotfix today which tries to fix the problem with Layer Hopping. This Hotfix applies a cooldown on layer swapping, which prevents players from swapping layers frequently.
We recently developed a hotfix that restricts frequent layer-hopping, without impacting those who simply wish to play with their friends. Following realm restarts earlier today, this hotfix is now live in all realms in the Americas and Oceania region.
Now, each time a player moves to a new layer, there will be an increasing amount of time before that player can move to another layer. If a player moves between layers multiple times over a short timeframe, the cooldown can increase to a duration of several minutes (or longer) before they can change layers again. The cooldown will then decrease over time for players who don’t change layers.
This hotfix will become active in other regions following their next realm restarts.
